Hamstrung: Reports and Recommendations from Both Sides of a Cyber Intelligence Border

David Thompson serves as the Chief Information Officer for the Software Engineering Institute, a federally funded research and development center sponsored by the Department of Defense and operated by Carnegie Mellon University.  He has more than 25 years of experience in IT and information security.  A long-time resident of Western Pennsylvania, Dave started his career in the financial industry, first in retail banking and then in computing operations.  At the SEI, he’s primarily responsible for drafting and executing the SEI’s IT strategies, but he also oversees a number of technical and operational teams. 

Dave is actively involved in one of the original government-sponsored public/private information sharing frameworks, having served as the industry chair for the program’s policy and operations working group for a number of years.  In support of the program, he has appeared before the US House Subcommittee on Emerging Threats and Capabilities as a subject matter expert on the effectiveness of such frameworks.
